Updated for 3.12.

Some logic added to accomodate individualist machine empires with the starting feature granting technicians vs farmers.

Updated a few things about this mod:

The penalty that slightly tamped down on the inherent ecumenopolis bonuses was adjusted to match recent updates for pop growth and assembly, etc.

It has also been converted from a blocker into a modifier to make it more clear that it is there, and to prevent cluttering up the Anti Grav Systems technology (techs automatically display blocker icons if they are the prereq to remove them.)

It can be removed via a simple decision once you have Anti-Gravity Engineering, the same tech that allows you to restore relic worlds or take the arcology project to begin with.
