For me, deleting the entire "Documents/Might Magic Heroes VI/" solved the starting campaign issue

Fix : select properties of the exe file. Goto 'compatibility' tab, press button 'Change High DPI Settings', check 'Override high DPI scaling ...' and select 'Application' in drop-down.
Or : set windows display scaling to 100%.
I looked for the settings file (found in documents/my games/dawn of war 2/settings/configuration). In that file, you can change raindetail to value 0 and save. This turned off the rain for me
