Very simple but I'm struggling to figure out the mod making tool. I'm tring to make a Vietnam Mod where the country is free from French rule and only having 2 Uni's 1 Barrack and 1 arms mill and 1 iron works (aka basic eco), with some coal and iron but has to be heavly prospected to get full potential with only basic rail on states with city's. Anyway wanting the China revolution already going and have atleast 1 state and semi peace with the republic of China. Want it this way so Vietnam is supporting the revolution in China per say with really good political score :)

So If the China revolution wins, Vietnam and China will be an allied Asia superpower. Start in 1912 so have a good two years to build a great nation with decent home army working into an invasion force for Burma/India with China's backing I hope :)

Please let me know how I can achive this or if a simple 20mins work for someone would love to give more ideas towards a final mod, as this is a basic brife.
