It turns the name and border of a Steam Gift to blue

Go to your inventory and pick the game you want to turn into blue, click "Send Gift"

You will need to send this gift to yourself, you do this by putting the current email you are using on your steam account.

Type your email and click "Next"

Type whatever you want and press "Send"

You should now have your gift name and border blue.

If you want to send the gift to someone else or trade it after sending it to yourself, you will need to go to your email and accept the gift.

When checking the gift you will notice that your email shows up on it, don't worry only you can see it.
