Ah, graphical hitches is an indicator that you might need to tone your settings down. There really isn't any specific way to remedy drastic loss in fps, except for acquiring better hardware that can handle the graphical load being thrown at you.
In CPU intensive games (Like Arma III, and Planetside 2, for example), having a better CPU can give a drastic performance increase versus merely having a good GFX card. Although my direct knowledge of the latest and greatest PC hardware is limited, I hope that answers your questions.
