Recently, in the American Civil War, less than a decade ago, there was observed the interesting useage of balloons for observation of enemy units. These Balloons, utilized by both the Union and Separatist Elements, woudl prove useful on various occasions for location enemy movements. Thus, after a suitable study of this event by the Admiralty, it was proposed to begin construction on our own form of observation balloon forces, to provide valuable information to the Imperial Army.
Although it would of course, be a relatively simple matter to utilize mere hot air balloons for this role, it is also proposed that the State should actively participate in the research and development of more advanced technology in this role, with funding, tax credits, and other beneficial aid to institutions that seek to advance the knowledge of the Empire in this matter. The eventual goal would be for self-propelled lighter than air airships capable of easily scouting out enemy positions, and relaying such information back to command. In the meantime, simple hot air balloon forces shall be utilized, if such a corp is established.
