Then switch steam deck to desktop mode and modify the config.xml file found here:
/home/YOUR USERNAME/.steam/steam/steamapps/compatdata/8400/pfx/drive_c/users/steamuser/Local Settings/Application Data/Bizarre Creations/Geometry Wars Retro Evolved/config.xml
Changing the values to the following:
windowed="true"
windowWidth="3418"
windowHeight="1923"
screenWidth="1280"
screenHeight="800"
keepAspectRatio="true"
antiAlias="true"
Hopefully works for others as well.
I haven't needed to set any specific compatibility for it to work, although have found that no matter what compatibility is selected the game seems to hang on exit; but that doesn't prevent it from playing just fine.
Also, you can have windowed="false" for a proper full screen, and it works perfectly.
Once I get to Application Data all I have is a Microsoft folder.
