Valve had to either like what you were doing and give you permission to use their ip / engine, which I'm pretty sure is the case for black mesa. In the case of hdtf they paid 50k to use valves ip and another 50k for the source engine plus being allowed to use assets from valves other games. Since hdtf paid for both the ip and source engine it was allowed to be put on steam and sold for a price. From what I've heard they stopped allowing people to use a valve ip for 50k after hdtf released, so the only way now is the first option I mentioned, but good luck with that since they've also became a lot more careful about who they give their ips out too.

That is really not surprising at all. considering what had happened. I feel like Entropy 2 could've become a sold game in that regard.
