Quick sort of fix for low FPS cutscenes
The whole game was good but than the end of the demo cutscenes were utter trash. I fixed this a little bit by turning off the in-game vsync and turning my gpu's vsync to adaptive from control panel. The in-game vsync is under Display. Hope this helps someone

just did some testing and turning the GPU's vsync to adaptive is the move. It runs flawless now and the end cutscenes are crystal clear.

This post deserves a medal. This post with one comment fixed the issue that threads with 3 pages couldn't fix because they are full of poisonous people blaming the person instead of the game. Yeah, I disabled in game VSYNC and set my GPU to adaptive VSYNC and instantly the cutscenes are fixed. Obviously SE is terrible at optimizing games for PC. This isn't their first mistake in the performance of their games and it certainly won't be their last.

Thank you OP. I almost refunded this game because of this, but now I can actually play it.

for me it was switch pro controller , when i disconect it, cutscenes are fine

This help me, too on my 4k TV. Cutscene have 3 FPS. I turn off VSync in the Ingame Settings, and turn VSync in NVidia Controlpanel on. This solve my Problem. Thanks

it may be a bit late, but personally i play in 4k at 60fps without any problems, but during some cinematics i was dropping to -10fps.
I tried a lot of things and strangely enough, I found that by turning off the controller vibration in the options, I no longer had this problem. which may seem really strange at first, but it worked.
However, I recommend deactivating and then restarting the game, without restarting, it made no difference to me.
Here's my experience with FFXV, I hope it helps some people.

I've been experimenting a bit, trying to figure out what works. The first time I tried disabling vsync in-game and activating adapative vsync, it didn't work. However, when I switched from borderless to fullscreen with these settings, that did work.

Experimented some more and I'm back to no in-game vsync, with adaptive vsync on and in borderless mode and everything is fine.
So I guess many of us can agree that vsync is the main issue, but as for the fix, YMMV.
If anyone's tried switching off vsync and they're still experiencing an issue, I recommend changing your display to fullscreen if you haven't already.

A big thank you. So many unhelpful threads out there telling ppl to get better hardware (obviously wrong considering the game runs at the framecap outside of cutscenes). Tried all the in-game settings (no effect), tried nvidia/dlss settings (minor effect), then saw this thread and changed the one thing I would never normally turn off (vsync) and boom 120fps instead of 14, beautiful :)
