It's not so mysterious! You can shift some labour from one place to another by using the expertise of your Industry Advisor. Click the Industry button, then the magnifying glass symbol. A new widow opens which allows you to set priorities for your industries in the Workforce Allocation pane. If you're a bit short of workers the industries with high priority will lure workers away from those with a low priority. Or, using the Industry Status pane, you can shut down an industry entirely and free up all it's employees to go and work somwhere else. Any decision you make here can be changed later on.
