Okay so I know this quest is buggy as hell but I have to come here and ask for some help
Basically, it won't start no matter what I do, not even commands have done anything (setstage, resetquest, etc.)
For context, I DO HAVE MODS. the ones that may be affecting it are Open Cities, but I read on the patch notes and this was apparently fixed, like, 10 years ago, and Unofficial Skyrim Special Edition Patch, which I installed specifically to TRY and fix this
Other than that, I do have the strange necklace (the necromancer one before it's an actual reward) in my inventory, though nothing I saw said that could break it, but knowing this game it probably does.
I've looked high and low across reddit, steam, nexus, and unofficial wikis, and haven't found anything, here's to hoping SOMEONE can.

Even when RP'ing hard...I have the above link up on another device before hard saving and then heading to Windhelm for the first time. Even when finishing the quest...I check the cleanup cell after travelling across the map or waiting...the quest is so script heavy...on Oldrim or SE...modded or vanilla...I have had Windhelm folk glitch through the map and die during it.

coc WIDeadBodyCleanupCell

If it gets too full...it will lock up your game if you go there...this does take just over a dozen dead essentials for this to occur though. However...if you go no clip before going there....you can use console to identify a body and use the disable command and just whittle them down until you have them all written down so you can identify them using the same site as the above comment. That one Forsworn quest from Markarth is usually what clogs it up bad for me.

I have looked there, but nothing has helped, the body has yet to even spawn. I'm unable to bring the murder up to anybody, the body isn't in the hall of the dead, and Hjerim has stuff in it, but picking any of it up doesn't do anything

Thank you for this suggestion, I checked it but sadly there were only a handful of bodies there, nowhere near enough to clog the whole place...

Thank you for this suggestion, I checked it but sadly there were only a handful of bodies there, nowhere near enough to clog the whole place...
That is a good thing...check each body there and make sure they died due to a quest/mission...as opposed to a fall damage death from loading in at a crazy height. If I find one there that should not be...I back track my saves and delete all where they are not alive. Yes...I am a joy to watch sporting events with. :steamhappy:
Is Susanna dead? She works at the inn evenings, and wanders around nearby during the day. It is usually the second or third time you visit Windhelm that you find her dead. Specifically, you must pass near the stables at least twice for the quest to trigger.
Do you have any mods that alter Hjerim?

1) if you do that may be impacting the quest.
2) Are you doing the civil war? I have noticed that i get less bugs if I wait until I am granted access from Ulfric to buy property, before i try to strat the quest.
2) if all you want is Hjerim, you can actually use mods instead (https://www.nexusmods.com/skyrimspecialedition/mods/31169)

No, she's still alive, alongside the dark elf who works at the stable, I made sure to check

I do have Better Hjerim, but I don't see anything in it that should change the quest
I have already completed the civil war siding with the empire, which is when you should be able to get the quest again

Why do you have they then in you profile
I just put in the command to auto-complete it, as I have the same issue.

I did try that but sadly I can't seem to force it to advance, or even start, using commands
