I had issues launching the game with both the "Fatal Error" and the "Updating Exec" so here is how I managed to bypass these issues, and also some additional issues I am still having in case someone has a fix for my problem.

Fatal Error: From why I gathered, the issue either has to do with Windows 11 or your GPU being an integrated Intel graphics card (mine is an Intel Iris Xe) or potentially a combination of both. Regardless, the game does not create a proper configuration file for your system. You need to download the config file from https://drive.google.com/file/d/1K2nere3veY1SEStk1kMgqY1DM6sFxVvL and if this link gets removed, then look up on google "BO1 fatal error reddit" and a comment on one of the threads will have the exact link. Anyways to fix this, create a 'players' folder in the CoD BO1 folder and insert the config file (Note: the actual configuration source file, NOT the zip file or config folder) into there. Then copy the 'config' file so that you have two config files in the 'players' folder. Rename one of the config files as 'config_mp' and then you're done and the game should launch. When it launches, you may be prompted that the game's configuration has changed and the game offers to optimize it, but decline it.

Updating Exec: From my understanding, the issue may have to do with DirectX, but I can't say for sure. I have not found a genuine fix for this, but any combination of reinstalling the game, restarting your computer, verifying the integrity of the files, and repeatedly trying to launch the game has worked for me. I think it is just really finnicky and works at random which is annoying.

Issues I am still having: I cannot launch this game with Plutonium and it prints a dump into my AppData file (which I cannot find) and then Plutonium automatically closes. If anyone has a fix for this let me know, because I really would rather not have to get a cracked version of this game just to use Plutonium.
