Aaaand today it doesn't. Strange, is it a RAM issue where there isn't enough memory going to boot it up depending on background tasks? I don't see where I can edit memory allotted/given for the executable itself.

The only way I could get the game working was using "Plutonium".
Something is wrong with between black ops and steam

This randomly keeps happening to me too after I verify the integrity of the game files. It won't let me launch the game it gets stuck on "Updating executable". After some time (5-10+ minutes) of trying to cancel and launc the game it will randomly work again.
