If you don't want to do this stuff manually, you can try my fix. Download this ZIP and extract it:

Make a right-click on the tron20-mousefix.bat and select "Run as administrator". It should work now.
Note: If you haven't installed TRON to the C: drive, edit the tron.reg first.
On Windows 7 turning off mouse acceleration in the control panel usually works.
Their "solution" was to have 8.1 recognize certain games, and automatically apply the fix. Which is swell and all, until you play a game that isn't on the list of recognized games.
At least they give you instructions on how to add a key yourself.
An interesting fact is that even on Linux with wine people have these kind of mouse problems. But not all of them. It really seems to depend on the particular type of mouse. I have a Logitech mouse with dual lasers, the game does not seem to like them that much. ;-)
The fix from Le BDX777 #MGTOW works for me, too.
