You can also reduce the number of reports generated using the reports settings. If there are any reports you never use, disable them. Disable Autosave and Auto GUI.
Machine-wise, the game is single-threaded, so single-core speed is the biggest factor in turn times. More cache helps too. SSDs are significantly better than spinning HDDs, especially the more reports you have. If you know how to make a RAMDISK, ramdisk your save's reports folder would speed up turn times a bit. But you would lose older reports every game session. I only know how to do this in Linux, in Windows YMMV.
If you're starting a new save game, have fewer AI, and design fewer designs.
Finally, if you have any anti-virus, anti-malware, anti-ransomware, or any other type of software that watches and scans files while you're using your computer, you may want to whitelist them against the game. https://wiki.gearcity.info/doku.php?id=troubleshooting:antivirus
With a mid-range 5-year-old computer, 20-second turn-times are considered within reason for mid/late game. To give you an example, I am getting 7 second turn times with a R5 3600 in 1934 with a 60mb save game. And 9.5 seconds in 2014 with a 239mb save game.
