First everyone with 100 speed gets an action, down to some lower number... don't know the specific, assume like 80? Then everyone with speed greater then that threshold goes again. Repeat down to speed 5. Seems like under 5 you only get a turn every 5/Speed turns?
So for example, A Snake with speed 90, a Spider with speed 59, A Golem at speed 5, and a tree with speed 1 are in play.
Start of turn.
Snake goes at speed 90.
No other unit before speed 80.
Snake goes again since speed 90.
No other unit before speed 60.
Snake goes again since speed 90.
Spider goes at speed 59.
No other unit before speed 40.
Snake goes again since speed 90.
Spider goes again since 59.
No other unit before speed 20.
Snake goes again since speed 90.
Spider goes again since 59.
Golem goes at speed 5.
Tree doesn't go since it is only the first turn.
End of turn.
So the Snake went 5 times, the Spider went 3 times, the Golem went once, and the Tree didn't go.
After a really quick and sloppy experiment, a 49 speed character gets 7 actions in a turn.
Speed 63 gets 8 actions/turn. 68 gets 9. 100 gets 13.
Will later get the patients to go the proper testing for what all those cut offs are.
