Can't really play. Confusion setting in.
My runescape yearly sub is running out in a few days, so I just reinstalled LOTRO to give it another shot, and immediately began experiencing issues. Incredible lag on character select, when I choose a character the game sometimes freezing completely, closing with only shut down or sign out. If I am able to turn the graphics down to very low I'm able to sign in at times. The game world has no music or sound that is intelligible, random "crunches, or berps" I'm not sure if this is a consequence for using newer hardware, and that it's just so foreign to whatever software runs LOTRO.
Maybe I just can't play it until I downgrade?

My hardware is

RTX 4090
Intel(R) Core(TM) i7-8700K (little older I'll admit but I can play anything on max)
32 gigs of ram
game and operating system installed on separate SSD's

Things I've tried

Reinstall Direct X 9
start using windows 8 compatibility
reinstall nvidia drivers

reinstall game
reinstall game and erase any folders in the specific drive, and folder in documents
delete preference.ini
repair from the launcher
assign the 4090 as the primary graphic driver in the launcher

- All who install LotRO for the first time on a new Windows 10 or 11 PC, need to install 3 pre-req things (ALL MUST BE DOWNLOADED FROM THE OFFICIAL MICROSOFT WEB-SITE www.microsoft.com):

1. DirectX 11 = > https://support.microsoft.com/en-us/help/179113/how-to-install-the-latest-version-of-directx

2. Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package MFC Security Update ( vcredist_x86.exe ) and ( vcredist_x64.exe ) = > Google for " Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package " and pick Download choice from Microsoft.

3. Microsoft Visual C++ 2010 Service Pack 1 Redistributable Package MFC Security Update ( vcredist_x86.exe ) and ( vcredist_x64.exe) = > Google for " Microsoft Visual C++ 2010 Service Pack 1 Redistributable Package " and pick Download choice from Microsoft.

- If your game client not running on Windows 10 or 11, try this: Right click the LOTRO game link in your Steam game list, pick Manage from list, then pick Browse Local Files, this brings up the Window explorer for LOTRO. Look in the LOTRO directory for the 3rdParty folder, look inside that folder and run all the .exes you find there while the game launcher Not running and under Admin rights account.

2007 game engine. perhaps your 4090 is trying to read data at monitor=400hz and fps=unlimited and the game is not sending that.
try monitor=60hz and fps=60 just to see if that helps.

could also try dx11 in the launcher.

Shouldn't be the 4090, I have one too and it plays fine.

I discovered the issue to be the X64 client. I can only play X32. I'm not sure why this happened. I can only hope this issue is fixed before the X32 client is abandoned permanently.

I had this exact issue. The resolution was to search for "Graphics Settings" in Windows, choose "Add an app", find your LOTR 64 bit client and add it, and then set it to High Performance mode to ensure it uses your 4090. This setting seems to overrule what you set in the ini and game launcher.
