Why would these things be in base game, if they could be made into DLCs and sold as additional content, or if public opinion turns against them, released as "Free Content" and "major features" :P?

Ofc it's not the same team. Introversion made the original then sold the rights many years ago.

they gonna add it as either paid DLC or free update. Just like they did with PA1

Dude all we need is Male and Female. None of this "other" option stuff. There is just Male and Female period, No matter how many fake stuff people try to make. Pretty soon people will be instead of saying Male or female it will be something like
