How do you build the "Hall of Remembering" as the Dwarfs?

I cannot find any helpful information anywhere online about this. I do not understand what i need to do in order for this to show up. I have a level 5 city, I'm playing as Thorgrim, and my normal entrance halls are max level which should give me access to everything in the Deeps. The warhammer wiki doesn't specify any sort of requirements for this and i can't find anything else from googling. The upgrade path for the Halls just isn't there for me.

Garatgh Deloi has Total War: WARHAMMER III

Are you on Hotfix 5.2.2 or later? It was added in that patch. Also note that the "Hall of Remembering" is not part of the entrance halls building chain, it is its own building chain.

I'm playing the most up to date version of the game, if it was added during a hotfix and if it wasn't removed, i'm confused as to why i don't see it anywhere. I even looked in the building browser for the deeps and didn't see it
