i cant change it cuz the language changer is locked

Your license for the game is for the censored German version.
This is why you don't use keysellers and don't accept gifts without checking.

You need to go to MW2 in your library, click on Support, then remove the game from your account and re-purchase the game off the Steam store. As long as you aren't in Germany and your Steam store region isn't set to Germany either, this should do the trick, I think.
